As noted in Kommersant on 18 January 2012, after clients complain about requests from state-controlled firms for information about their beneficiaries, information that had been demanded by the government only recently, the government is already giving ground. It now transpires that this demand does to apply to the clients of state-controlled companies. Such clients do not need to disclose their beneficiaries.
So that is all right, then, everything is back to normal. Disclosure levels return to the low levels that previously existed….
