According to business daily Kommersant (16 October 2012), the government has decided not to reform the Federal Grid Company and Interregional Distribution Grid Company (IDGC) through a merger of the state-controlled grid companies, but instead to establish a joint management structure for them.
However, it still hasn’t worked out what it will do next. If the goal is to render the companies more efficient or less corrupt, the government hasn’t provided any guidelines.
At the same time, the IDGC is planning an additional share issue, increasing the charter capital by a third, as the state plans to invest RUB 20 billion to finance various programmes. If minority shareholders decide not to participate in the additional share issue, the state’s interest will increase to 61.6 per cent from 54.5 per cent at present.
