Food retailers could soon be allowed to hire foreign staff again

Five years after the Russian government prohibited Russian retailers from hiring foreign staff, primarily   migrants from other CIS countries, forcing them to find ways to circumvent the legislation and subsequently end up being fined by the Federal Migration Service, a government commission headed by First Deputy Prime Minister Igor Shuvalov has instructed the Ministry for Employment to draft a resolution that would allow retailers to hire some foreign staff – up to 25 per cent of their workforce.

The need for foreign migrants is attributable to the low interest in such employment displayed by the economically active population in Russia and is no doubt linked to low salaries and limited benefits. The turnover rate of employees at retail chains can run as high as 80 per cent. In Moscow alone there are currently 60,000 vacancies for retail positions.
