MTS, MegaFon, VimpelCom and Rostelecom come together

As reported in Kommersant on 17 October 2012, the LTE Association set up by Russia’s largest mobile operators (MTS, MegaFon, VimpelCom and Rostelecom) to build 4G telecoms networks, also known as LTE – the Long Term Evoluation standard for high-speed wireless communications – have submitted a letter to the Ministry of Telecommunications and Mass Communications, requesting that the ministry allow the operators to jointly use frequencies, as their expansion plans are being hindered by a shortage of frequency.

If accepted, the operators would be able to increase data transfer speeds, speed up the construction of federal 4G networks and most importantly to cut costs on building the new infrastructure.

It remains unclear how such a proposal, if affected, would hamper the development of 4G networks by other operators and whether such operators might file protests to the Federal Antimonopoly Service in  this respect.
